5/5/2019 In early 2018, legislation passed to place a fee on both paper and plastic bags but was vetoed by Governor Murphy because he felt it did not go far enough against plastic. State Senator Bob Smith introduced S.2776, along with an Assembly companion bill A.4330, to ban plastic bags, plastic straws and polystyrene food packaging, with no mention of paper. A 10-cent fee on paper bags was added in committee. The paper bag fee would be split with half going to the retailer and half going into a Plastics Pollution Prevention Fund.
